NCHD - A PUBLIC PRIVATE PARTNERSHIP

National Commission for Human Development (NCHD) and Pakistan Human Development Fund (PHDF) is a unique public private partnership model for social sector development in Pakistan. Under this public private model, the two organizations have been established simultaneously in 2002 i.e. NCHD AND PHDF.

Pakistan Human Development Fund (PHDF) is registered as a non- profit company under the Companies Ordinance 1984. It has an independent 37 member Board of Directors. 33 of the directors have contributed US $ 100,000 each while four are ex- officio members represent Government of Pakistan and UNDP. Dr. Nasim Ashraf is currently the Chairman of PHDF

NCHD primarily works for Human Development in Pakistan through the improvement of basic education and Healthcare by supporting provincial and educational Health departments. 


This unique public partnership model provides the private sector philanthropists the international donor agencies, the volunteers and Government of Pakistan to join hands for a common goal of human development in Pakistan.

  • In a significant step towards enhancing technological education Madaris, the Middle Tech Center in Bagh, Azad Jammu and Kashmir (AJK), was officially inaugurated on October 16, 2024. This initiative, a collaboration between the Pakistan Human Development Fund (PHDF) and NCHD, aims to provide cutting-edge technology education to students of Madaris who have qualified ALP Primary package with technical support of JICA and AIOU.

  • Islamabad, October 7, 2024 – The National Commission for Human Development, under the Ministry of Federal Education and Professional Training, in collaboration with UNESCO, Allama Iqbal Open University (AIOU), and the Basic Education Community Schools (BECS), organized a prestigious seminar to celebrate "World Teachers' Day 2024" at AIOU’s main auditorium. The theme for this year’s celebration was “Valuing Teachers’ Voices: Towards a New Social Contract for Education.”
  • On October 2, 2024, a preparatory meeting for the celebration of World Teacher's Day was chaired by the worthy Director General.
    The meeting focused on finalizing arrangements for the event, which is scheduled to take place on Monday, October 7, 2024. This significant event will be celebrated in collaboration with UNESCO, Allama Iqbal Open University (AIOU), and the Basic Education Community Schools (BECS).

  • The meeting, held at the NCHD head office, was attended by Directors from the head office as well as Provincial Directors from across the country
  • Training Session for National Literacy Drive at Iqra University, Chak Shahzad Campus, Islamabad dated September 30, 2024
  • A comprehensive training session is being held at Iqra University under the "Prime Minister's Roshan Pakistan - National Literacy Drive: Each One Teaches One Initiative." The event has been organized by NCHD in Collaboration with Iqra University , aimed at enhancing the capacities of focal persons and master trainers in the literacy campaign
  • NCHD Balochistan, Quetta, 23rd September 2024 – A three-day training session for Madaris teachers on the Accelerated Learning Program (ALP/INFE) commenced today in Quetta, Balochistan. The program, titled "Middle Tech Package-D," is part of the Government of Pakistan's ongoing efforts to enhance educational standards within religious institutions.

  • Islamabad, August 13, 2024, NCHD and Iqra University Islamabad/Karachi Forge Partnership for Educational and Developmental Initiatives.
  • On August 12, 2024, a one-day training session focusing on the Zero Out-of-School Children (OOSC) initiative was held at the BRSP Conference Hall in Quetta. The session was led by Mr. Tufail Ahmed Khan, Assistant Director Education, and Mr. Siraj Ahmed, HoD IT from NCHD Head Office. This training was attended by dedicated field staff from the districts of Mastung, Pishin, Ziarat, and Quetta.

  • The MoU signing ceremony took place today at Iqra University's Chak Shahzad Campus, marking the culmination of in-depth discussions between the esteemed DG NCHD and Iqra University's CEO, Abdul Waheed. Mr. Nasir ud Din Mashhood Ahmad, Director General NCHD, and Dr. Nassar Ikram, Vice Chancellor of Iqra University, officially signed the MoU. The event was witnessed by faculty members of Iqra University and Mr. Habibullah Khan Director Edu. Mr. Tahir Zubair DD Literacy and Syed Hussain Bukhari Director Admin from NCHD. Professor Dr. Tahir and Syed Akbar Director Literacy will be the focal persons for the joint venture.

  • In a landmark move to combat illiteracy in Pakistan, the Secretary of the Ministry of Federal Education and Professional Training (FE&PT), with the support of the National Commission for Human Development (NCHD), has announced the launch of the ‘Each One Teaches One’ (EOTO) initiative under the Prime Minister’s Roshan Pakistan – National Literacy Drive
  • This groundbreaking program aims to eradicate illiteracy and empower citizens across Pakistan by mobilizing students from schools, colleges, and universities to serve as literacy teachers
  • The EOTO initiative, meticulously designed and led by the National Commission for Human Development under the Ministry of FE&PT, aims to harness the potential of Pakistan’s youth by engaging students from schools, colleges, and universities as literacy teachers. The Secretary’s vision is to empower citizens across Pakistan through education, thereby contributing to the country’s broader development objectives.
  • The Each One Teaches One initiative aims to reduce illiteracy rates, enhance life skills, and create economic opportunities for participants. The initiative targets 66,759 illiterate individuals in the Islamabad Capital Territory (ICT), involving 185 educational institutions (150 schools and 35 colleges) and approximately 1,932 teachers in Phase I.
  • Students from Grade 9 and above in ICT schools, colleges, and universities will serve as Literacy Teachers. Each student will be responsible for teaching illiterate individuals based on their educational level:
  • On April 17, 2024, the Director General of the National Commission for Human Development (NCHD), accompanied by his directors and officers, launched a cleanliness drive at IMCB I-8/3 in Islamabad.

  • A seminar on the eve of International Literacy Day was organized at AIOU in collaboration with NCHD, Ministry of FE & PT, JICA and other partner organizations. The Honorable Minister Federal Education Mr.Madad Ali Sindhi graced the occasion as the Chief Guest, the VC AIOU, DG NCHD, and Program Manager JICA also joined him on the stage. The Federal Minister during his speech emphasized upon paving the ways towards eradicating illiteracy and to come up with viable solutions for achieving the goal of 100 percent literate Pakistan

  • Islamabad September 6,2023: TOT for 25 Master trainers from NCHD BECS, NEF, PAGE, Sunbeams, SPO & JJT was concluded at AIOU Islamabad. The worthy Director General Mr. Nasir ud din Mashhood Ahmad was the chief guest on the occasion. 

  • Islamabad September 5,2023: Today a meeting was convened on the PM directives under the chairmanship of the Worthy Director General NCHD at the conference room of the NCHD Head office. 

  • The objective of the meeting was to formulate policy framework in line with the NCHD mandate and inform PM Secretariat about the capacity of NCHD to implement projects in collaboration with Federal, provincial Governments and other stake holders to improve socio-economic, health and Literacy indicators in Pakistan.

  • It is to announce that Mr. Mirza Nasir-ud-Din Mashood Ahmad (BS-22) has joined us as the new Director General of the National Commission for Human Development (NCHD).

  • Minister for Federal Education & Professional Training visits Shah Allah Ditta for Drive to Enroll of Out of School Children in ICT
  • A training and orientation session of the newly inducted 15 teams from the province of Punjab and KP was conducted at NCHD Head Office Islamabad. The objective of the session was to train the Field Officers in identification of OOSC in ICT and enrolling them in the schools ( NCHD, BECS, FDE, NEF, Sunbeam and Private Schools etc) . It was part of achieving the objective of Zero OOSC in ICT Campaign 2023.
  • Today dated 20-05-2023, Director General NCHD, Mr. Junaid Akhlaq visited Field Control Center (FCC) at UC Burma Town. FCC will be a focal point for Govt. Deptt, private schools, community, NGOs, volunteers to coordinate activities relating to OOSC campaign in Burma Town, ICT.
  • Director General also inaugurated two schools in cooperation with community people / counsellor in UC- Burma Town. Total six (6) community schools are being opened today in this UC by NCHD.


Bahawalpur: The Honorable Chairman NCHD Col. (R). Dr. Amirullah Marwat opend two new schools in the Cholistan area of Tehsil Khairpur Tamywali, District Bahawalpur. No Educational facility was available in the radius of 6 KM.
