UNIVERSAL PRIMARY EDUCATION PROGRAM - COMMITMENT TO SUPPORT SDGS GOAL-4 (QUALITY EDUCATION)

Pakistan's Human Development Index (HDI) ranking has declined in 2022–2023, placing it among countries with low human development due to challenges in health, education, and income. Currently ranked 164 out of 193 nations, Pakistan faces a serious education crisis—with over 25 million children out of school and an average schooling duration of just 8 years. Additionally, 32% of enrolled children drop out due to a lack of basic facilities, school health services, and malnutrition-related issues like stunting.

Recognizing education as a fundamental human right, the National Commission for Human Development (NCHD) is dedicated to accelerating human development initiatives across 128 districts in all four provinces, Gilgit Baltistan, Azad Jammu & Kashmir, and Islamabad Capital Territory. As a fast-track organization fostering public-private partnerships, NCHD plays a vital role in supporting Pakistan’s international commitments and constitutional provisions for education.

With a primary focus on Sustainable Development Goal (SDG) 4 – Quality Education, NCHD collaborates with government institutions and international donors to drive sustainable improvements in both public and private sectors. Under its comprehensive mandate, NCHD contributes to the achievement of Sustainable Development Goals (SDGs), reinforcing Pakistan’s journey toward inclusive and equitable development.

NCHD adopted three pronged policy for providing access to education to out of school children in the country

  1. Inclusive enrollment campaign in collaboration with Education Departments in Provinces/Areas
  2. Inclusive enrollment in newly established Community Schools (in areas where there is no schooling facilities)
  3. Inclusive enrollment in newly established Accelerated Learning Pathway Centers for OOSC and dropped out children /Madaris students
